mitt romney has been running around the country for the last year promising $5 trillion in tax cuts that favor the wealthy. the fellow on stage last night said he didn't know anything about that. the real mitt romney said we don't need anymore teachers in our classrooms. don't boo, vote. work and have children. the reason they don't pay federal income taxes is because the median income is as low as 1995. until the current election season, republicans and democrats supported both the child tax credit and the earned income tax credit. i doubled the earned income tax credit. it was signed under the tax credit. reagan started it. we started it with a strong support of republicans in congress. president bush dealt with that, then president obama increased the earned income tax credit for families with more than three children. this is a rejection of basically more than three decades of bipartisan policy to support working families. it's not a bunch of free loaders. there's only 4% of the total population who don't pay federal income tax and don't work and may not be looking for work. we now have the numbers on this, so, i think that most important thing for him is to find a way to relate to more people in these debates and speak to more of them. this is not the republican primary anymore. >> is he principled, do you think? mitt romney? >> that's not the issue, to me. i t

% of gross domestic product, any solution to our budgetary problems has to involve spending cuts and tax increases. ronald reagan agreed to tax increases when it hit 4%. george w. bush did when it was 3% of gdp. but today's republican party is organized around the proposition that no matter the circumstances, there must never be a tax increase of any kind. the simpson-bowles proposal calls for $1 for every $3 of spending cut bus every republican presidential candidate during the primaries including romney pledge thad he or she would not accept $10 of spending cuts if that meant $1 of tax increases. so romney could present a serious economic plan with numbers that add up and then he would face a revolt within his own party. so his solution has been to be utterly vague about how to deal with the actually deficit. when pressed for details, he said, the devil's in the details. he's right. were he to get specific he would be committing ideological blasphemy. instead he talks about freedom and capitalism. the same pattern emerges on immigration. he says he wanted to solve the immigration issue

debate. we're going to do that here, but i do want to begin with talking taxes. yes. taxes. did you hear paul ryan, if i heard this correctly, if i heard paul ryan correctly, he said he cannot explain mitt romney's tax policy, at least not the whole thing because, well, it would take too long. we'll play some of that sound for you in a moment. romney and ryan, they are clear about this. that they would cut everyone's tax rate 20%. cut and dry, 20% rate cut. but, to protect the government's revenue stream, they would have to kill certain deductions and certain loopholes, but they won't be specific, won't say which ones those would be. here is congressman ryan, he starts by trumpeting the tax rate cut. >> lowering tax rates by broadening the tax base works. and you can -- >> but i have to -- >> no. >> but you haven't given me the math. i don't have the -- it would take me too long to go through all the math. >> too long to go through the math, he says. but ryan did go on to hint, didn't promise, but he hinted that a romney administration would look at tax loopholes enjoyed by the wealthy.

romney and paul ryan as, you know, against the middle class and taxing the middle class. i think joe biden is going to wrap mitt romney and paul ryan as tightly together as possible and just sort of drop the ryan plan on top it to try to implode the pair. they think that is good ground. as far as paul ryan is concerned, i think he is kind a policy wonk. his problem is he's a numbers guy, and he's up against frankly and i think both runs previous head of the republican party and michael nutter both said that joe biden is a very accessible politician. he tends to put things the way that people get it immediately. he's just got that kind of manner about him. i think that's the -- in some ways, you know, we look at the substance and style. as far as style is concerned, i think paul ryan's fear here is he's too much of a wonk sxort of throwing out numbers. you know, you can expect joe biden to say, gee, i took a look at your numbers and here's what they would do to george next door. ryan has to be careful about that kind of debate. >> the next presidential debate, you're moderating octobe
